Note on FSSAI Central License

  1. INTRODUCTION:

 

An FSSAI stands for the Food Safety and Standards Authority of India, responsible for the issuance of food licenses and protecting, promoting public health through the regulation and supervision of food safety. It is the apex body incorporated by the Ministry of Health and Family Welfare; Government of India is accountable for setting up standards for selling, packaging or storage of food items in India. Additionally, it was set up under the Food Safety and Standards Act, 2006.

 

It is essential for food business operators like manufacturers, traders, and food store owners to obtain the license of FSSAI.

 

Furthermore, there are two types of food licenses depending on the size or scale of the food business, namely, FSSAI Registration and FSSAI License

 

  • Central License/State License
  • Registration

 

  1. WHY DO YOU NEED A FOOD LICENSE?

 

The point of obtaining a food license is to make sure that the food products packed, sold or traded by Food Business Operators stick to the quality standards prescribed by the FSSAI. The ultimate goal of the Food Safety and Standards Authority of India, therefore, is to reduce the chances of substandard products, food adulteration and improve the accountability of manufacturers by issuing them a food license for food service.

 

  1. CENTRAL FSSAI LICENSE:

 

All Food Manufacturing/ Processing units other than Dairy Units, Vegetable Oil, Meat Processing and Slaughtering Houses Manufacturing/Processing Unit means a person/entity which owns or operates an establishment that manufactures or processes a food product.

 

This term includes, but is not limited to contract manufacturers, contract packers and other entities that manufactures or processes a food product.

 

Manufacturing or processing means each step in conversion of raw material derived from livestock and agricultural produce into products for intermediate or final consumption. The process includes procurement, receipt, preparation, Manufacturing/processing, packaging, storage, distribution & transportation of food products.

 

Repacking means packing of food product into different sizes with labelling after doing minimal processing as required like sorting, grading, sieving etc. from wholesale packages. The food product is not manipulated & the composition or formulation is not affected or changed.

 

  1. DOCUMENTS FOR CENTRAL FSSAI LICENSE:

 

  1. Form-B Duly completed and signed (In Duplicate) by the Proprietor/Partner or the Authorized Signatory
  2. Blueprint/layout plan of the processing unit showing the dimensions in meters/square meters and operation-wise area allocation (mandatory for manufacturing and processing units only)
  3. List of Directors/Partners/Proprietor/Executive Members of Society/Trust with full address and contact details (mandatory for companies only)
  4. Name and List of Equipment’s and Machinery along with the number, installed capacity and horse power used (mandatory for manufacturing and processing units only)
  5. Photo I.D and address proof issued by Government authority of Proprietor/Partner/Director(s)/Authorized Signatory.
  6. List of food category desired to be manufactured/ processors.
  7. Authority letter with name and address of responsible person nominated by the manufacturer along with alternative responsible person indicating the powers vested with them viz assisting the officers in inspections, collection of samples, packing & dispatch. (for manufacturers / processors)
  8. Analysis report (Chemical & Bacteriological) of water to be used as ingredient in food from a recognized/ public health laboratory to confirm the portability (mandatory only for manufacturing and processing units only)
  9. Proof of possession of premises. (Sale deed/ Rent agreement/ Electricity bill, etc.)
  10. Partnership Deed/Self Declaration for Proprietorship/Memorandum & Articles of Association towards the constitution of the firm. (optional) — For MoA – Three pages need to be uploaded (First page – Certification of incorporation, Second page – Authorization of food business activity and Third page – list of directors with addresses)
  11. Copy of certificate obtained under Coop Act – 1861/Multi State Coop Act – 2002 in case of Cooperatives. (wherever applicable)
  12. NOC & Copy of License from manufacturer (mandatory for re-labelers and re-packers only)
  13. Food Safety Management System plan or certificate (if any).
  14. Source of milk or procurement plan for milk including location of milk collection centers etc. in case of Milk and Milk Products processing units.(wherever applicable)
  15. Source of raw material for meat and meat processing plants. (wherever applicable)
  16. Pesticide residues report of water in case of units manufacturing packaged drinking water, packaged Mineral water and/or carbonated water from a recognized/ public health laboratory
  17. Recall plan wherever applicable, with details on whom the product is distributed.
  18. NOCs from Municipality or local body.
  19. Ministry of Commerce Certificate for 100% EOU
  20. Supporting documentary proof for Turnover
  21. NOC/PA document issued by FSSAI (In case of multiple documents, merge them into one document and then upload)
  22. IE CODE document issued by DGFT
  23. Form: Nomination of Persons by a Company along with the Board Resolution.
  24. For Transporters-Supporting documentary proof for Turnover or self-declaration of number of vehicles (Mandatory for Transporter Only) LED

The place of rendering services generally shall be our office situated at Office No. 106, Sr No. 55, Sukhaniwas, Mangalwar Peth, Pune – 411011

  1. TERMS AND CONDITIONS:

 

  • Assigner shall nominate specific person(s) for co-ordination and shall provide relevant data support in concern assignment Mr. Pramod Ladda will be assigned person.
  • Government fees like e-payment, RTGS/NEFT, DD, Bank guarantee & Penalty shall be paid by assigner.
  • All the payments should be made in the name of “Ladda Bhutada& Associates”.
